Abstract

Sistem Informasi Penelitian dan Pengabdian kepada Masyarakat (SIPANDA) at Politeknik Negeri Jember (Polije) was developed as a one-stop service platform to support proposal submission, evaluation, and monitoring and evaluation (M&E) of research and community service grants. This community service program aimed to implement SIPANDA through training for lecturers and administrative staff, evaluate its effectiveness, and identify challenges for further optimization. The program was conducted in three stages: preparation, including the development of a SIPANDA manual book; implementation through hands-on training; and monitoring and evaluation. A Participatory Approach was applied to encourage active engagement, contextual learning, and sustainable system adoption. Participants were directly involved in practicing system features under guided supervision. The results indicate that SIPANDA effectively supports the management of PNBP grant proposals without technical disruptions up to the final selection stage. The system demonstrates flexibility in adapting to policy changes, including requirements, outputs, schemes, and evaluation criteria. All participants successfully operated the system according to their access levels, with a 100% proposal submission rate and successful reporting activities. In conclusion, SIPANDA has proven effective in managing grant processes from submission to M&E. However, further development is recommended, including integration with the SINTA API, implementation of Single Sign-On (SSO), and enhanced access to submission and reporting histories for all team members.
